SAAtolol is the Graphics mod for GTA SA, if you familiar with SAAExten and SAAdox this is just similar and exclusive included with Smart Traffic feature.
This mod still under development and not finished yet.

you need to put the "SAATolol" folder on files then put the csa to anywhere that activates it
